The way Members will get the Tiers depends on you. In the configuration of Tiers, you can choose that the Tiers will be calculated automatically or every anniversary.
None A member does not downgrade in Tiers level
Automatic
Every anniversary of the registration date
Annual recalculation on the chosen dates
Every X number of months after Tier promotion date
